Now is a good time to apply for a passport. The State Department is predicting no delays this year, crediting the new passport law, the Western Hemisphere Travel Initiative (WHTI), for a decision to hire more employees and add passport agencies in Dallas, Detroit and Minneapolis to handle special requests. The final rule for the land and sea portion of the law, a core 9/11 Commission recommendation, establishes document requirements for travelers entering the United States who were previously exempt, including citizens of the U.S., Canada and Bermuda, effective June 1, 2009.
